Federal Police take over law enforcement in Juárez

Led by commissioner Facundo Rosas, a black-clad force of 5,000 Federal Police, backed by four aircraft and more than 500 patrol cars and armored vehicles, formally relieved the Army of day-to-day law enforcement in Ciudad Juárez. The Army, which has been stung by criticism for alleged human rights violations, will carry out raids from its bases and continue to patrol the countryside.  Rosas also inaugurated a new high-tech command center for security operations.
